{"id":4644,"date":"2023-07-05T10:22:56","date_gmt":"2023-07-05T08:22:56","guid":{"rendered":"https:\/\/rapport-activite.irsn.fr\/?page_id=4644"},"modified":"2023-10-09T13:02:46","modified_gmt":"2023-10-09T11:02:46","slug":"crisis","status":"publish","type":"page","link":"https:\/\/rapport-activite.irsn.fr\/2022\/en\/crisis\/","title":{"rendered":"CRISIS <br><span>AND POST-ACCIDENT<\/span>"},"content":{"rendered":"\n<p>In the event of a nuclear or radiological emergency, IRSN plays an active role in the national crisis response system and provides operational support to the public authorities by assessing the consequences of accidents on people and the environment. <\/p>\n\n\n\n<p>In 2022, IRSN\u2019s efforts focused primarily on real-life situations. The year proved exceptional and unprecedented in several respects: <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Since February 25, the Institute has maintained its long-term investment in assessing the situation of nuclear facilities in Ukraine linked to the war taking place in that country, first by mobilizing its crisis organization and then placing it in \u201cactive standby\u201d mode. Although IRSN has adapted its involvement as events have unfolded, not a week has gone by without the Emergency Response Center holding a meeting on this situation, unprecedented in so many respects (cf.&nbsp;<a href=\"https:\/\/rapport-activite.irsn.fr\/en\/war-in-ukraine\/\" target=\"_blank\" rel=\"noreferrer noopener\">War in Ukraine<\/a>).<\/li>\n\n\n\n<li>Between September 7 and October 6, the Institute had to activate all or part of its crisis organization in response to several incidents that occurred successively or simultaneously on French soil. Thanks to the reactivity of its crisis teams, IRSN was able to effectively fulfill its support missions for the authorities..<\/li>\n<\/ul>\n\n\n\n<p>In parallel to this exceptional mobilization, IRSN has maintained its participation in a particularly dense program of national crisis exercises, for which it helps prepare the scenarios, as well as local crisis exercises, in conjunction with the operators who organize them, and internal crisis exercises.<\/p>\n\n\n\n<div class=\"container-important-number\" style=\"display: flex; align-items: baseline;\">\n<div class=\"item-important-number animate-left\"><img loading=\"lazy\" decoding=\"async\" class=\"picto alignnone wp-image-3505 size-full\" src=\"http:\/\/rapport-activite.irsn.fr\/wp-content\/uploads\/2023\/05\/icon-contribution.svg\" alt=\"Icone crise\" width=\"199\" height=\"150\" \/>\n<div class=\"nbr\">8<\/div>\n<div>\n<p>CRISIS ORGANIZATION <br>SET-UPS<\/p>\n<\/div>\n<\/div>\n<div class=\"item-important-number animate-right\">\n<div class=\"nbr\"><span>CONTRIBUTING TO<\/span> 25<\/div>\n<div>\n<p>EXERCISES:<\/p>\n<ul style=\"color:#E94884;\">\n<li>11 LOCAL CRISIS EXERCISES<\/li>\n<li>10 NATIONAL CRISIS EXERCISES EXCLUDING DEFENSE-RELATED ACTIVITIES<\/li>\n<li>2 NATIONAL CRISIS EXERCISES ON DEFENSE-RELATED FACILITIES<\/li>\n<li>2 IRSN INTERNAL EXERCISES<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<p>IRSN also participates in the development of post-accident doctrine. As such, the Institute has been a stakeholder, for several years, in the work of the CODIRPA<sup>[1]<\/sup>, led by the ASN. The purpose of this body is to make recommendations on strategy for managing the consequences of a nuclear accident, based in particular on feedback from the Fukushima-Daiichi accident.<\/p>\n\n\n\n<p>IRSN is involved in the five CODIRPA 3 task forces (2020 &#8211; 2024) set up in 2022. In the last quarter, the Institute drew up two reports to feed into the work of the two task forces: \u201cContamination reduction and waste management strategies\u201d and \u201cAccidents other than those that may occur in a nuclear reactor\u201d.<\/p>\n\n\n\n<p>IRSN is also a participant in the review of the National Response Plan for a Major Nuclear or Radiological Accident that the SGDSN (Secretariat-General for National Defence and Security) launched in mid-2022. <\/p>\n\n\n\n<p>Lastly, the Interministerial Directive formalizing organization of the implementation of internal contamination measurements of persons in a radiological emergency with a view to possible healthcare was published on December 29, 2022 in the Official Journal.
